2. CORPORATE ACCOUNTABILITY AND THE REBRANDING MACHINE
The shift from the “Smart City” to the “Self-Adaptive City” is not an evolutionary leap in urban science, but it is a corporate marketing rebrand disguised as a paradigm shift.
The “traditional Smart City paradigm” suffered a massive and undeniable public relations crisis, when tech-heavy metropolises drowned repeatedly despite their multi-million dollar “intelligent grids”.
Instead of admitting that the “algorithmic optimization could not bypass” the lack of basic civil plumbing, the “Tech Conglomerates” and the “Elite Consultants” reinvented a new lexicon to shield themselves from financial and legal liability.
The most insidious component of this rebranding is the Myth of “Continuous Improvement”. Mirzaei argues that the goal of a Self-Adaptive City is not to discover a single, optimal solution, but to create a system that constantly iterates based on the consequences of its decisions. In “Traditional Civil Engineering”, if a storm drain overflows or a bridge collapses, the engineer is held legally and professionally liable for structural failure.
Traditional Engineering: Design Failure > Professional Liability & Structural Rectification
Technocratic Narrative: Design Failure > “Learning Phase” > Request More Corporate Tech Funding
NOTE the big difference between the above-mentioned two scenarios:
(i). In Traditional Engineering, the worker, i.e., engineer working for the System is held accountable and blamed for the Structural Failure. Nothing ever happens to the Systemic Policymakers.
(ii). In Technocratic Narrative, more a city gets destructed – more the funding is demanded by the Corporate Tech to fix the technicalities of their System.
The “Self-Adaptive” framework provides a permanent escape hatch for urban collapse and failure.
If a newly designed “Eco-District” floods catastrophically, the corporate contractor escapes by blaming and declaring: “The system is not broken; it is merely in the ‘Learning Phase’ of its adaptive cycle. We just need to collect more feedback data.”
This transforms an engineering failure into a justification for a budget increase, requiring the municipality to purchase more sensors, expand cloud computing capacity, and sign recurring SaaS – Software-as-a-Service licenses. This highlights the profound economic bias toward “soft” tech infrastructure over physical public works.
Tech conglomerates fund university research chairs, urban planning labs and Ph. D fellowships, because they cannot easily monetize civil construction. A tech giant cannot sell a recurring monthly subscription on a widened riverbank or a concrete spillway. However, they can endlessly monetize predictive flood-warning dashboards, AI cloud infrastructure, and automated consulting services.
The BIG GAME: Young planners are systematically brainwashed into viewing physical infrastructure as outdated and primitive, steering public funds away from durable public works and directly into the recurring revenue models of private technology firms.
3. SOCIAL ERASURE AND THE ACADEMIC-INDUSTRIAL COMPLEX
By translating the physical world into data points, the Self-Adaptive City narrative commits a profound act of social erasure, abstracting away human suffering and systemic injustice.
This technocratic framework utilizes concepts like “AI Governance” to promise a more flexible, participatory, and democratic form of urban management.
In Practice, it achieves exactly the Opposite:
It replaces direct human-to-human civic accountability with an unassailable algorithmic shield.
When municipal decisions, such as the alteration of public transit routes or the allocation of flood defenses are dictated by a complex “self-learning” model, local community resistance is silenced.
Citizens can no longer protest a corrupt or incompetent city official; they are told that the decision was an objective, neutral output generated by the “Eco-Adaptive Intelligence”.
Furthermore, the reliance on virtual simulations to insulate cities against social inequity is a profound lie.
Technocrats claim that digital twins can accurately evaluate how space transformations impact vulnerable or marginalized populations.
This completely ignores the reality of eco-gentrification.
When failed smart zones are rebranded as premium “Eco-Adaptive Sponge-City Districts”, the resulting surge in surrounding real estate values drives lower-income residents out.
The wealthy enjoy premium, climate-insulated, adaptive neighborhoods, while marginalized communities are displaced to the underfunded, structurally neglected, and permanently flooded sectors of the concrete jungle.
The academic papers propagating these concepts reduce living, breathing human populations into cold, behavioral data streams termed “Social Adaptation” modules.
An algorithm tracking human usage metrics completely misses the deep structural realities of poverty, historical segregation, and physical accessibility gaps.
If an impoverished elderly resident stops utilizing a public space, the algorithm does not register systemic neglect – it simply recalibrates the data flow to optimize the space for those who remain, masking systemic abandonment as “dynamic adaptation”.
The propagation of this highly dense, analytical-documentary jargon is the lifeblood of the Academic-Industrial Complex.
It functions as a closed-loop system, where elite research institutions are incentivized to produce hyper-complex, tech-centric theories that require corporate software to implement.
If the solution to urban flooding is framed simply as clearing garbage out of sewers, reversing wetland urbanization, and widening drainage channels, you do not need a multi-million dollar corporate tech contract, and you certainly do not need a specialized, state-funded Ph. D research lab.
By overcomplicating basic civil engineering tasks, academia transforms public safety into an elite, highly marketed high-tech product.
DISMANTLING THE DASHBOARD FALLACY AND CORPORATE GREED
The true danger of the “Self-Adaptive City” narrative lies in its generational consequences.
By validating these corporate-sponsored, tech-utopian illusions, universities across the world are actively alienating young urban planners, architects, and engineers from the material and ground realities of the physical world.
They will enter municipal governments fully equipped to purchase “Eco Adaptive Governance” software packages, yet will be completely incapable of recognizing a structurally choked, undersized and overflowing drainage lines.
Instead, they will be governing through a screen, entirely insulated from the physical outcomes of their digital policies.
When the next predictable climate deluge arrives, their dashboards will perform flawlessly — collecting data, registering feedback, and dynamically simulating the destruction within an integrated cycle — while the actual city drowns beneath their feet.
To safeguard the future of our urban environments, the GEN Zs and the next generation of planners and would-be planners must explicitly reject such misleading technocratic anesthesia.
‘zerobeyond – the new frontier!’ has been on the forefront as a global solution-provider and “Guide-to-Mentor” GEN Zs and younger professionals to protect from “Greenwashing and Brainwashing”.
We must strip away the greenwashed jargon of corporate academia and reassert a fundamental truth:
Our cities do not need more data instead they need effective drainage system that actually functions.
They do not need digital twins instead they need robust sewage system that actually works during distress and calamities.
They do not need algorithms instead they need unpaved earth and a physical path for excess rainwater to exit at pace.
It is time to return-to-act with common sense to the unglamorous, indispensable work of building resilient physical infrastructure.
We have already entered “the” era ruled by “the” Predatory Elite (as aptly put by UN Special Rapporteur Francesca Albanese – “We are in the hands of predatory elites.”) and a greedy generation of Dashboard Manipulators — professionals who view the city not as a Living Environment, but as “the” multi-trillion-dollar Data Ecosystem designed to fuel the profits of their Crystal-Studded REALM over “the” dead bodies of millions of innocents across the globe.
